Theme of the Seminar Telecommunications and Internet Technology is having profound effect on
the global trade in goods and services . The global information
infrastructure has the potential to revolutionise commerce by dramatically
reducing the time and transactional costs. But the consumers as well
business undertakings are still very cautious in conducting their businesses
over the internet due to the unpredictable legal environment. This is
particularly true for international commercial activity, wherein-concerns
about enforcement of contracts, liability, intellectual property protection,
privacy, security etc. are involved. In addition lack of technical
standards,uniformity in laws in many countries on the issues of taxes,
duties, types of information to be transmitted, licensing requirements,
rate regulations etc are inhibiting the growth and development of global
E-Commerce.
The UN Commission on International Trade Law (UNCITRAL)has developed a model
law laying rules and norms. It enabled to Validate and Recognize contracts
formed through computer internet means, Defines the characteristics of valid
Electronic writing records and original documents. Provides Electronic and
Digital signatures for legal and commercial purposes and also supports the
admission of computer evidence in courts and arbitration proceedings.
Central Government has introduced Information Technology Bill 1999 in the
last session of the parliament to give effect to the UNCITRAL model law on
the subject. The passing of the bill opens immense opportunities for business
to be done on Internet.
In view of the changing International market scenario A.P.L.S. has organised
this seminar to create awareness of the legal issues involved in
E-Commerce and prepare the legal fraternity, industry and service sector
